They are difficult and sometimes impossible to repair. Go to a salvage yard and buy a used horn. Cheapest way!
well I have 1990 Volvo 760 and its horn is in the regular place, in the middle of the steering wheel. But my horn doesn't normally work when I am driving because my key lock is so worn, maybe your car has the same problem. I have to turn my key towards the off direction by about 5 mm before my horn and radio will work.

The horn is located on the left front fender near the radiator. Mine (1994 Sahara) would not work until after about 10 minutes of banging on the horn button on the steering wheel. This vehicle had sat unused for a while with no windows and this may have contributed to the failure. I suspect corrosion on the horn button contacts. If nothing else, it was a cheap repair.
