In a 1990 the speedometer is electronic, but the odometer is gear driven. These gears fail frequently. I would suggest visiting the IPD website. They have the gear along with an instructional DVD to help the process.
I'm not sure about the speedometer, but if the tach is not working a good bet would be the tach filter. With age, a wire often breaks off on these. I'm pretty sure they are cable driven. Often the plastic gear that the speedo cable plugs into in the gauge will wear out and fail. But before assuming that, check the cable itself. If isn't broken than it's probably the gauge in the cluster.
