How do you ask a girl out that isn't allowed to kiss or date?

The first thing you should do is talk to her, just about something casual, the weather for example. Then kind of get familiar with her, and make sure you still want to ask her out! THEN invite her to the movies or something, make sure that there are other people you know there, like your friends. Make sure to tell her that your going with your friends. Then once you get there sit by her and hold her hand. TAKE IT SLOW she might get the idea that you want to go out with her, if she isn't ready to kiss you then don't rush it. That way she won't have to ask her parents to go on a date because you never said that it was a date (but both of you know what it is!)

Well, you could somehow ask her out (that is if you truly know it would be okay with her.) and then not mention that you have a girlfriend or like keep it a secret if you think it's a good idea.

You shouldn't lie to parents, it's not something that should be recommended about. You should sit down with parents and talk about the pros with your parents, then set up some boundaries to please them, I'm sure something like that will work.
