Simple. He likes you, but maybe he is intimidated by you or afraid of rejection. If you're interested don't be afraid to let him know. Same thing that works on girls work on guys: compliments, small gifts or tokens of affection, don't be afraid to show him you like him if you do. At the very least he'll be flattered, and you'll have the answer to your question.
