It depends on what you want to freeze and how much you add into it. Solid things are already frozen so food colouring doesn't affect them. Things that have the same freezing temperature as food colouring will not be affected, but things that have a different freezing temperature may be affected only a little depending on how much you add.

Yes, you can. If you are melting marshmallows for a recipe, simple add coloring after they have melted. If you are using whole marshmallows, you can make a fairly concentrated solution of food coloring and water and soak the marshmallows in it as if you were coloring eggs. The egg-coloring method will dissolve some of the outer part of the marshmallows, and make them rather sticky and liable to stain, so it is best if the colored marshmallows are being used in a recipe and not being eaten alone. It is also possible to color marshmallows just by putting drops of food coloring directly onto the marshmallow, but the color will not spread out.
