After you beat the elite four and show up at your house and talk to your parents look at the tv itll ask you if you want red(latias) or blue(latios)!! It will then begin to randomly appear around Hoenn.

∙ 13y agoFirst you have to beat the elite four one time and then we you are in your house your mom will ask you to watch the news.
She will then ask you a question about a Pokemon on the news that is what color red or blue?
If you want Latias answer the color red, but if you want a latios answer the color blue.
To find Latias or Latios you have to go out and travel by foot or bike to about five or six different towns. (Do not fly you will scare them away, and it will take twice as long to find them every time you fly.)
After the traveling you will find the one you picked in the wild and you will enter battle with them.
I would bring a Pokemon with the move MEAN LOOK or a wubbafett so that they will not flee in battle. (Unless you have a master ball.)
After the first battle they will be in your pokedex and you will be able to track them down and go to them even after the first battle. (Even after they are in your pokedex do not fly to them or they will fly to a complete different place every time you fly, but if you walk to them they will walk to you so you will meet in the middle of your two locations.)
(NOTE): Latias and Latias will flee every time you fight them unless you use mean look or you have a wubbafett you can catch wubbafett at the safari zone after you beat the elite four.

∙ 12y agoNo, you cant. After you beat the Champion in Ruby/Sapphire, you will either find Latias or Latios. In Sapphire it's Latias, and in Ruby its Latios.
