Immediately. As soon as you got the stone and you have a Pokemon to evolve it with, just evolve it. There's not reason to wait. Another good reason to do it immedietly is because when a Pokemon evolves its stats go up. So don't wait, just evolve it.
If this is a Pokemon in your team that you use, then it should be done as soon as you can do it. But if it's just a Pokemon in your PC then you don't really need to do it as soon.
