You have to catch Ho-oh, and then it appears. Inside, you can find Lugia, Celebi, and a Shiny Gem, which makes one of your pokemon shiny :D

Look at the OT (Original Trainer) name of the Lugia. If said Lugia shows an OT that does not come from: Pokemon XD:Gale of Darkness, Pokemon Heartgold/Soulsilver, Pokemon Firered/Leafgreen, or Pokemon Emerald than the Lugia was obtained through cheating. The description of the Lugia should mention either the area it was caught in or obtained through a "fateful encounter". If the area shown has nothing to do with Whirl Islands, Navel Rock, or Citidark Island than this also means it's been obtained through cheating. Lastly you will know if it came from Pokemon XD:Gale of Darkness if it holds the ribbon for overcoming all difficult challenges AKA the National Ribbon which is given when its purified.
There is no such thing as the Shadow Luiga. To catch the Shiny Lugia though, you need to find the code.
