I don't think that he is exactly evil, as in the two towers we see a different side to him. however, he is twisted and two sided and has evil qualities, from the mental anguish of being in possession of the ring and by torture. Evil might not be the exact word. His desire for the ring is not his fault. The ring caused him to have a split personality. Gollum is the one that wants the ring most of all, not Smeagol. As you can see in The Two Towers, Smeagol says that he hates Gollum and wants him to go away. So no, not evil.

Gollum was once a sub-species of hobbit called Smeagol. The One Ring drove him mad with longing, and he killed his brother, and hid with the Ring inside a deep, deep hole in a mountain, on a small island surrounded by black waters. The Orcs called him Gollum because of the sound he made in his throat.
He developed multiple personality disorder (Gollum and Smeagol, the former bad, the latter good) which made him very confused.
I would say no, he's not bad. He tries to do the right thing, and at one point, Smeagol (the good part) completely overtakes Gollum (the bad part) and he does admire and respect Frodo Baggins, calling him 'Master'. It's the One Ring that causes his bad traits.

Gollum thought Bilbo knew the way out and he wanted to follow him, realizing Bilbo had the ring. Bilbo saw Gollum racing towards the gate and followed him to safety.
