A toothpick is a thing, a shape. And condution/insulation is determined by material, not intended use.

Now, most toothpics are made of wood or plastics, and these materials are insulators.

So a toothpick made out of wood or plastic would be an insulator.

Not because it's a toothpick, but because of what it's made of.

But let's assume someone would have a metal toothpick.

Metals are conductors, so a metal toothpick would be a conductor.

Not because it's a toothpick, but because of what it's made of.

You probably wouldn't put a toothpick around a metal wire full of electrons. You probably wouldn't let electrons flow through it either. My guess is that the toothpick is more of an insulator because it isn't attracted to a magnet.

An insulator. Wood does not readily conduct electricity unless it is a green sapling. Wood that has been made into a toothpick, a ruler or a piece of furniture contains no water and therefore does not conduct electricity.
