It is not where it was last time it was looked at. That is the way astronomers do it - they take an old picture and compare it with a newer one, and see if there is a difference. The equipment they use is called a 'blink comparator'.
Different manufacturers use different blink rates. It is the choice of the designer. There isn't any standard blink rate. Data packets flowing on the cable move so quickly that if a blink rate was not used, the LED would flash too quickly, and it would be hard to see it working.
This is the menace response, in which the eye perceives an object traveling towards it and the eyelids are slammed shut. The nerve relay is cranial nerve II (optic nerve), optic chiasma, visual cortex, cranial nerve V (trigeminal nerve).
