It would be best to call the emergency number (e.g. 911) and have them send paramedics and an ambulance! The victim would get treatment sooner and would be more likely to arrive at a hospital safely.

It depends what country you're in. Here in the UK, we have a 'national health service' which is free for everyone who has no means of paying for treatment. If someone has an infected tooth here, they would either see their own dentist - or present themselves at the nearest hospital's Accident and Emergency department. Every A & E dept. has a resident emergency dentist.
