Kaiser Willhelm 2 loved the military and ordered the construction of a new fleet to challenge British supremacy of the sea( high seas fleet) and on land they passed a law that in case of war they could conscript all men of able age( nearly 8million) and built many factories for a likely war in the future, and only drafted 4million men at the beginning of war, so they could tap upon their massive reserves in case of need. German scientists also made useful substitutes for different because of shortage of raw materials because of the British blocade. The kaiser was the one who loved to expand the army and they was ready at the begining of war.

When Hitler came to power in 1933 he began to build up the German military. There were certain restrictions placed on Germany at the end of World War I with regard to the strength of their military. Hitler intentionally violated several of these restrictions. His whole purpose was to "right the wrongs" imposed on Germany after WWI. Even if that meant starting another war in Europe,and that is exactly what he did,that was World War II.

He tried after awhile and ended up getting locked up for awhile, after, when he was released, he built up the supporters again and then when he tried again, he got World War II going again. (Not the best answer, but I tried.)
