Most of the sites I've looked at (including the US Marines Flag Manual linked below) suggest that a flag that is beyond repair and has no historical value and is not intended as a memento of some event, ought to be burned privately, not publicly. The key word is "dignified".

The problem is, what of flags made of plastic and other chemical products that simply don't burn without giving off toxic fumes? Not only does that seem to be undignified, but hazardous. My own suggestion would be that if possible, they should be recycled.

Other than that, I think burning is also a waste. Flags that are beyond repair could be recycled to become part of the paper money we use (there are actual threads of material in the paper used to print our currency on). They could be buried. And if the Marines don't think a public ceremony is required, that's good enough for me!

Take it to your local VFW hall. They will dispose of it properly. (It gets burned ceremoniously.)
