You need a library card.
It depends on what country you are in and the library itself. Different library have different regulations, you may wish to check with the library. But in my country there's no need for a library card.
Almost anyone can get a library card at the Chino Branch of the San Bernardo County Library system (located in Chino, CA). For a free card, all you need to be is a resident of California; for non-residents, there is an annual fee of $25.
If the library has assigned a predetermined password to your library card, you will need to consult them to find out what it is (for example, the default password may be the last four digits of your phone number). Some libraries allow users to set up their own password, which may be done through the library when a new library card is issued, or may be done independently by the user. If you aren't certain as to what your password is, please consult your local library to find out. They will be able to tell you if a password has been set up or not for your card, and they will also be able to assign a password for you or reset the password, if required.
"Like all libraries it is a public service and is free. Of course you need to have a library card to check out books and videos, and extra exhibitions will cost extra."
First go to the library clerk and ask him/her what you need to have a library card and if you have what you need you can get one.

If you are in need of a library card, then you can visit your local library for a card. You can make an account there. I don't really know anything about card catalogs. For me i visit the library and go to the helping center to create a library account and they just give me a library card. :)
Most library cards do not need to be renewed, unless they are not used for several years. If you can't renew your library card, the library will give you a new one.
In the letter, you will just need to express the desire to have a library card and give your reasons. You will need to offer your name and other information so the librarian can issue the card to you.

Membership prerequisites for a library card can vary between libraries. Generally speaking, public libraries usually only need is a proof of address (which can be in the form of an ID or with a copy of a utility bill, for example). Some libraries may also require a photo ID card, and/or a parent/guardian signature (for minors requesting a card).
