I believe the case that resolved the diferences between "States Rights" and the National Government was called the American Civil War.
Federalism is the constitutional system that divides power between the national and state government. In the USA, the National Government has reserved rights that only it can perform, such as printing money. The State and National Governments can share rights, such as the right to tax citizens. This system is used so that the National Government isn't too powerful and the people can have some control.
A citizen is a member of a nation who was either born there or naturalized and who owes allegianec to the government while receiving certain rights and protections in return. Noncitizen National is born in territories possessed by a nation, owes allegiance to government and lacks certain rights.
