FDR was right about trying to be prepared for war. He encouraged the build-up of war supplies. Some individuals still clung to the thin thread of false hope; that the war would end without American intervention. That soon changed after Pearl Harbor. After the attack on Pearl Harbor, war with the Axis powers was inevitable.
Well, there are two answers: what Roosevelt was saying, which we know for sure, and what his real motives were, which are subject to speculation.
His stated policy, when running for a third term in 1940, was that the US would not intervene in a European war. Just like many Americans opposed the Iraq War in 2003, even more Americans opposed the US entering World War II because they had recent memories of the US entering World War I only 20 years earlier.
However, before Pearl Harbor, Roosevelt had begun sending weapons to the Allied countries (UK, Soviet Union) while cutting off trade with Japan. This eventually provoked Japan to attack the US. The US did crack the Japanese code and was able to intercept their messages before the Pearl Harbor attack, so some people think that Roosevelt may have wanted Japan to attack so that the US could have a justifiable reason to enter the war. Given Roosevelt's actions before the war, it seems likely that he wanted the US to get involved. Whether the reason was to stop Nazi Germany, to save France and the UK, to draft 12 million people into the military to end the unemployment problem, or all of the above, perhaps we can only speculate.
