I believe this is an adaption of a quote from Abraham Lincoln.

Abraham Lincoln has been incorrectly attributed to this quote, but DID say something similar. Exchange the word "fool" where ever you see "please" in this quote and now you have the original quote by Lincoln:
"You can fool some of the people all of the time, and all of the people some of the time, but you cannot fool all of the people all of the time"
Abraham Lincoln states, you can please most of the people, most of the time, some of the people, some of the time, but none of the people all of the time.
The correct phrase is "You can please most of the people some of the time. Some of the people most of the time. but none of the people all of the time.
Just read the original phrase and you will understand it makes no sense.
