∙ 11y agoMikhail Gorbachev. Gorbachev resigned 25 Dec 1991 the same day Boris Yeltsin (Russian President)and GeorgeHW Bush (US president) spoke on the phone and declared the cold war over. The Soviet Union ceased all operation on 26 Dec 1991.
