One very good way to start this process is to convince people that they are important and to unite them in a common cause is by convincing them that they are unique/superior.
This is not a novel concept and many tribes have names that mean "The People" or "God's Chosen" (irrespective of which god) which is a normal choice to encourage solidarity.
Whether it's tribalism in Africa, Afghanistan, Germany, the USA or any other country in the world, under the right circumstances aberrant behavior can become "normal".
"Whiteness" has very little to do with what happened in Germany...and the Germans didn't choose the primary target of their prejudice based on skin color but based on religion and the persistent idea that a Jewish minority is somehow responsible for the plight of a nation.
Individuals can consolidate into a group because they are repressed (like the Germans after WWI which allowed a monster like Hitler to become their leader), and the condition can persist even though the repression has ended.
Minorities that are/feel repressed can also play the blame game (as a way to maintain solidarity)...thus the idea that only one color of people are guilty of prejudice...even to the point where, all people of one color believe they are superior to other "races" no matter their background or country of origin is completely erroneous.
