The Fuji Odessa has an unthreaded fork and an aheadset stem, means that you can't just raise the bars as easily as you could with the old quill-type stems.

To raise the bars on a bike with this type of fork you either have to get a stem with a sharper angle, AKA a "raiser stem". Then you replace the current stem with that one. Not exactly brain surgery, but you need to know how to reset the bearing preload, and you need to get a stem that matches your steerer tube and your handle bars.

You might also be able to keep your current stem, and instead get something called a "steerer tube extender". Assuming that the bike is a decent fit right now, doing this w/o replacing the stem might put the bars too far ahead.

You might also need to have the cables replaced, they might not be long enough once the bar has been reached.

Do note that this will only give you 2-3" or so.

If you want more, it is possible to get a "raiser" bar as well(a handle bar with some clever bends in it to get the grips higher. If you do that you'll definitely need new cables as well.

The thing you need to ask yourself is: why buy a MTB intended for sporty riding and then go to this trouble to create a cruiser-like riding position? Maybe you should reconsider you choice of bike and just get you one more suited for the riding position and style you seem to want.
