I never made a trash can costume, but here is how I would.. 1.) Get a cheap trash can. 2.) Cut arm and leg holes. You can use the lid as a hat. If you want to go further... 3.) spread a garbage bag around the top and glue trash so it leaves a face opening but otherwise touches the lid. 4.) If you are going for the trash monster look, glue more trash on old black pants and shirt sleeves. For trash, I'd use plastic shopping bags and candy bags with paper cups, tin foil, and plastic wrapping. For better ideas, you should look at what others have done for inspiration. Hope this helps!
