No a lawyer cannot amend a law. A lawyer can push for an amendment but that must go through the state house of rep or congress depending on the level of government. Actually anyone can push to amend laws and different states have ways to do that. For instance in WI you can get signatures to take things to referendum's that can amend current laws. But the legislature is where most changes in law or policy take place and that most be approved by the governor or president depending on level. Mostly its through your representatives not lawyers. Note: Most representatives have a law degree so technically they are lawyers...
