The Driving Rules Network has a detailed explanation by state for what is called Graduated Driver License Laws

In California you may not drive unsupervised between 11 pm-5 am . Your passenger restrictions are first 12 months-no passengers younger than 20 (limited exception for immediate family) Students enrolled in driver education in California may drive while supervised by an instructor. License applicants who do not take driver education must wait until age 18 for a license. They are not required to go through an intermediate license stage.

If you have passed your driving test, have a current MOT (Ministry of Transport test) and have paid road tax, (and have a car, of course) then you can drive to work. It which case, it doesn't matter whether you are on your own, or have a passenger(s).

In the United States a driver's permit is a restricted license that is given to a person who is learning to drive, but has not yet satisfied the requirements to obtain a driver's license.

Every state imposes driver's permit restrictions. One of the most common restrictions is that you must be accompanied by a licensed driver who in some states must be 21 years of age or older. If you received your permit then you also received a copy of the restrictions for your state. You need to study them rather than risk suspension of your right to drive by violating permit restrictions.
