In some states in the US (but not all), a referendum can be called by voter initiative, i.e., by voters signing petitions to place a matter on the ballot. In some states, the legislature can place matters on the ballot if they want the people to decide the issue directly.

This varies based on the constitution of the country. Most Republics have a direct election system, sometimes with a run-off with the top 2 candidates. The US does not have a direct election system.
