This seems to be the popular notion spread by social liberals and minority supremacists. Nobody knows if that is the truth, or just the public perception. For instance, the media tends to amplify crimes committed against minorities by non-minorities, while ignoring crimes in the other direction out of fear of being called "racists."
But, where there is a genuine difference, there are a number of factors at work. Minority people tend to live in bad areas full of poverty and crime. For instance, in the United states, the person most likely to kill a Black man is another Black man. Minority on minority violence is a major problem in inner cities. Some of that is due to drugs and gangs. There is only so much territory for selling drugs, and if you step on someone else's turf, you do so at a great risk to your life. People join gangs to feel part of a family, maybe feel masculine, make up for what home didn't provide, and allow them the opportunity to raise money to do drugs. The problem is, when you join a gang, you put a target on yourself, since a rival gang would then want to take you out.
This isn't to say racism isn't a factor. There have been a lot of high-profile interactions between minorities and non-minorities that show America and other parts of the world have a long ways to go. Even the recent police on minority violence is a bit too extreme. The White officer had no reason to beat the Black prostitute to an inch of her life when she was not resisting. Even in the Trayvon Martin case, while there is still doubt as to whether it was racially motivated, it was certainly an overreaction.
Genocide means killing an entire population of a given place, race or ethnic minority. Therefore being a victim means you are dead.
Every single ethnic, religious, racial, and sexual minority in the world has been a victim of prejudice or discrimination at some point in history.
