Police dogs are trained to hold or restrain a suspect, which usually entails the dog biting and holding the suspects' forearm or upper arm to stop him or her from escaping. Police dogs are trained to restrain in such a manner that does not cause serious harm.

Are you serious? A dog has very few other ways to communicate. They may be scared, protecting something, alerting someone, happy, wanting to play, simply don't like you, hungry, thirsty........... You have to listen to the body language and use common sense. Kind of like asking why a baby cries.
