In a 1999 Ford Explorer, the headlight delay timer is typically located in the under-dash fuse box. It is often integrated into the body control module (BCM), which is responsible for various lighting and accessory functions. If you're experiencing issues with the headlight delay feature, checking the fuse and consulting the vehicle's service manual for the exact location and troubleshooting steps is recommended.
Replace delay module located under side wall kick panel. Triangle shaped panel with two screws right next to the drivers door. I actually snapped my delay module open with a screwdriver and popped out the board. I turned the board over and soldered a small wire about 16guage to the two solder contacts on either side of the burnt trace. Works like a champ.
