it depends on the type of horse you want to ride. a draft could carry a large amount compared to a light breed or pony.
They go by type not breed. if the horse is of the right type they will use it no matter the breed.
Well it is relative of your size and weight, and ability. A taller horse, say 16.2hh is usually more well mannered. A Pony, (14.2hh and under) can usually be cheekier. It all depends on what type of breed, and of course you as well. Myself, I am about 5'5 and weigh about 65kg. I ride a 15.2hh horse or bigger - I am also quite experienced.
Well if you ride western the best horse will be a calm quarter horse. Not a team penning horse but a nice calm bomb proof trail horse. Bombproof means the horse doesn't spook easily.If you ride English I would say a pony. I ride western but I'm an advanced rider. there are kids in our barn that own quarter horses and the kids are only four.

If your asking what type of horse then in many countries I would recommend the appaloosa, welsh cob and quarter horse as they are surefooted, easy going and steady !
