To open the chest in Traverse Town in Kingdom Hearts 1 that won't initially open, you need to obtain the "Key to the Treasure" from the area. This is done by defeating the Heartless enemies in the vicinity. Afterward, interact with the chest again, and it should unlock, allowing you to collect the items inside.

Make absolutely sure you check for that second one; patching up one sucking chest wound won't help the soldier breathe better if he has two.

Click the screen while your looking at the chest - it should open the chest. To get out just tap away (out of the chest)

Sometimes it is lag. But in this case, it seems like you have a block on top of your chest. If you put a block on your chest, the chest wont open.
It is spring loaded...push it in and it will pop out enough to grab it open it.
