Wrong, Mikhail Kalinan was head of state during WW2, and died shortly just at the end of it. A lot of people make the misconception between Head of State and the fact that Stalin was at the forefront of soviet politics. Mikhail Kalinan, look it up if you want, was head of state but was submissive to Stalin and didn't prevail of his power.
