After you beat team steam in the cavey part in the first snow city then you go to CENTRAL CITY with the radio tower,if you've been there before you will have noticed the guard isnt by the door, you need very strong pokemon as you will face many grunts, after grunts go heal because you will face hunter zero who has a lvl 52 garchomp after a rampardos,then you can go to the place where 2 grunts block your way to snowice city and they move.
HOPE THIS HELPED! i have tried to find it too but no luck,just explorered around for half an hour for this,now i helped others

∙ 14y agoI'm guessing you're talking about Snowpoint. You go right/east from Eterna into Mt. Coronet and follow the path upwards using Strength along the way.
There are also lots of good item pickups.
Remember to go straight up; it is a simple path.
