This is a more loaded question than you think. For one thing, while this question is most likely intended to mean, "What African country has the smallest population?", it is more directly interpreted as, "What is the smallest African country that is populated?" Also, many island nations are included as part of the continent of Africa, some of which are so far out to sea that their inclusion is pretty much nominal only. And, the term country might include dependencies. Finally, the independence of some nations is not universally recognized.

The independent nation with the smallest population would be Republic of Seychelles (80,654). This is also the smallest independent country with a popluation at 450 sq km. This is an island nation.

On the mainland, the lowest population belongs to the Sahrawi Arab Democratic Republic (aka Spanish Sahara, 266,000), but it is not universally recognized as independent. The fully recognized independent nation on the mainland with the smallest population would be the Republic of Djibouti (496,374). The smallest independent country on the mainland that is populated would be the Republic of The Gambia (10380 sq km).

If one includes foreign dependencies, then the region with the smallest population would be a tie. France's Îles Éparsesand Spain's Plazas de soberanía both have a population of zero. After that, Britain's Saint Helena (4,255), Ascension (1,122) and Tristan da Cunha (284) have a combined population of only about 5500 and would be the 'populated' region that has the smallest population. After that there are the autonomous cities of Melilla (72,000) and Cueta(76,861). Also, if one includes foreign dependencies, the smallest region with a population would be Melilla at 20 sq km. All of these are islands. No foreign owned territory on the mainland has either a smaller population or smaller size than the independent countries mentioned above, excepting in that the Sahrawi Arab Democratic Republic is only partially recognized as independent.
