It is found in the Ice Path. You have to look for it, for it is in an area not required to go to in order to travel through the cave. Here is the detailed location of HM07, Waterfall: -Go to Mahogany town -Exitthrough the right and keep walking until you reach the Ice Path -You will have two ways to go, up and left. The HM is on the left road (the one with ice)

1. From the pokecenter keep going straight and u should reach the shore and you will see a girl
P'S. :This is only possible if You pass the Gym Leader
