The woman, known only as the "mysterious redhead" but never credited as such, is the real-life wife of the show's creator, Donald Bellisario. Her name is Vivienne Bellasario. She was shown in the first 3 seasons of NCIS, but was never onscreen for more than a minute and never had a line.
In an interview with him on the first season DVD release, Bellasario admits that she was meant to be only known as the mysterious redhead. He does, however, promise her identity will be revealed at a later date. Since he left the show after season 4, we will never know what her true identity was.
Her real-life son is Sean Murray, who plays McGee.
Donald Bellasario had two children who've guest-starred on the show. His real-life daughter, Troian, played McGee's sister, Sarah, who was accused of murder in Twisted Sister (4.9.) His son, Michael, played Chip in a recurring role (season 3) who framed Tony for murder after Tony had him fired previously.

She and Gibbs had been engaged when they were spies in Europe, but she couldn't handle the fact that they killed people together anymore and she backed out. But The Director and Gibbs Stayed very close over the years. And I believe they still are in the Show.
