Some women with higher levels of male hormones, like aldosterone and testosterone, may have a slightly larger thyroid cartilages than other women. Technically all women have the same thyroid cartilage as men, but the cartilage is smaller, so it does not stick out as much.

Sorry, modification of (as in a reduction in size) doesn't guarantee it will result in a loss of vocal cords- it can of course. Often such an operation can modify a voice- most often it doesn't. Trans-genders (usually male to female) have the procedure done regularly without loss of voice (and they usually would like it to result in a modified more feminine sounding voice, but that's another topic).
