You don't. The units measure different things.
You have to know the power loading and phase angle (or power factor) between each pairh of the phases, otherwise you could be making serious errors.
Start by using Ohm's law. 10 volts and 200 microamps requires 50,000 ohms. From that, subtract the impedance of the meter. Place the final resistor in series with the meter. Add a resistor in series of such a size that when there is 10v it will allow 200 u amps to flow.
For the same power - Watts - you need to run twice as many amps at 220V than at 440V. For the same load, it'll pull half the amps at 220V than it did on 440V

Watts are the product of amps x volts.
Milli means a 1000Th of a unit. It is convenient since 1 micro amp if written becomes 0.000001 amps and 1 Milli amps becomes 0.001 So, to convert milliamperes to amperes, you divide by 1000.

Amps and volts are two separate parts of power measurement and do not convert into each other. Multiplying amps times volts will give you the measurement of wattage.
To convert amps into watts a voltage is needed. Watts = Amps x Volts.
