possibly because copper is more expensive.

some electrical prongs are just coated. Copper is too soft and the prongs would bend and become a hazard. Plus copper is more costly.

Brass is adequately conductive for electricity, and physically stronger than copper would be. [And cheaper as well]

Brass is harder wearing, so will not alter its shape. However, the copper is the better electrical conductor.
