It is hard to answer this because writers are forced to do different things with their pieces due to genre. It would be a lot easier to answer the best author of a certain genre.
There are many great authors for different types of writing and books. For example, J.K. Rowling is an excellent fantasy author. Although the Harry Potter series isn't the best series ever, it is very well written. Stephanie Meyer is also a great fantasy author, and a romance author as well.
Deborah Abela is a great kids author, and Stephen King is a great adult author. Suzanne Collins is probably the best teenage violence author ever. Enid Blyton is probably the best traditional, original author. John Marsden is pretty good too.

Isaac Asimov. Of course the title of "best" will always be subjective, though I think it's pretty safe to say Asimov deserves the title. He is recognized as one of the best Science Fiction writers, he also wrote books covering nearly every possible genre (mystery, romance, etc. as well as non-fiction covering every series in the Dewey Decimal system except the 100s), and his writing style is lauded as poetic and grand at times to simple and straightforward at others, all as appropriate/necessary for his intended audience. With over 500 books authored or edited in his lifetime, I'd find it hard for someone to argue against Asimov being the best.
He may not be the most well-known, and his books may not always be included in the "most important" or "most influential" lists of literature (as subjective as even those are), but those accolades don't really make someone the "best" overall writer in history anyway, I'd say the "best" writer needs to be prolific, intelligent, consistent, and diverse (for example, John Grisham writes amazing legal thrillers, but it seems like that's about all he can do... so he's not so much a 'good writer' as he is a 'good legal thriller writer'). In my opinion, Asimov fits that bill better than anyone.
