It is because the skier (when stationary) is moving at the same speed as the Earth's rotation. The same effect is felt by passengers on a bus. When the bus suddenly starts off, the passengers are thrust back into their seats. When the bus suddenly stops, the passengers are thrust forwards in their seats.
