Generally speaking, and due to diversity of each member of the Federal & State US governments, the answer here must be termed "generally speaking". With that said, the Republican Party among the two major US Parties can be said favor smaller Federal Governments with less control than the Democrat Party. Thus in line with this the Republicans can favor more individual rights. There are members of each of these parties that believe in the opposite way than their party leaderships.

Individual rights are distinct from civil or legal rights as these are rights granted by government to citizens and will vary with the organization and administration of governments. Individual rights identify a boundary of just social interactions in presence or absence of government.
Property rights are legal rights consisting of the exclusive authority to control how a resource is used. Political systems vary and in many parts of the world, property rights are under strict control of the government.
A communist government gives NO rights to the individual. In fact, it does everything to discourage people expressing their rights. Communist governments control newspapers, TV, Internet access, and other mass forms of communication. They tell people where to live, what jobs they can have, and control the smallest aspects of life. Civil rights do not exist and there is no laws to protect the individual.

The Bill of Rights, the first ten amendments to the Constitution, were proposed by James Madison. They list personal rights of liberty and property, and limit the government's power by giving some control to the states and the individual.
