Because little of what is in the Book of Genesis corresponds to historical fact and faith is not proof, we can not prove the existence of God from the Genesis story.
Among other things, "In the beginning God..." tells us that He was outside of Creation. Before anything, anywhere, anyone, or any time, God IS. Thus, being outside of His Creation, He is able to accomplish His will (anything), anytime, with anyone, or anywhere.
Since the narrative of Creation states that God made the universe and its contents, we may presume that He is all-powerful. This is stated more explicitly elsewhere (Psalms 115:3). See also:
The first creation story in Genesis (Genesis 1:1-2:4a) shows God to be all-powerful, as he was able to simply speak things into existence, including the sun, moon and stars as well as all living things.
On the other had, God's powers are more limited in the second creation story (Genesis 2:4b-25). Here, he could not create living things out of nothing and so created Adam and then the animals out of moist earth. He created Eve out of a rib taken from Adam. The suggestion is that the sun, moon and stars were pre-existing.
From the very first chapter in Genesis God reveals His power in creation of the earth animals and us humans.
It shows that he created the universe and everything in it. If that doesn't say that he's all powerful (omnipotent), I don't know what does.

The creation story in Psalms is different from the Genesis account. It focuses on praising God as the creator of the heavens, the earth, the seas, and all that is in them. The emphasis is on God's power, majesty, and role as the sovereign ruler over all creation.
