"The mouths of the righteous utterwisdom, and their tongues speak what is just. The law of their God is in their hearts; their feet do not slip."

It indicates that if someone has the 'law of God' in their hearts (meaning they deeply LOVE God's regulations and orders, and following them is their joy) they work hard to understand and speak God's wisdom with justice(Deuteronomy 6:6/Psalm 40:8/Hebrews 8:10).

Looking at the actual Hebrew words, gives us even more insight into the meaning. The word translated 'utter' here, actually MEANS to "soliloquize"(speaking and reasoning inside yourself, in an 'undertone'), 'to murmur' or 'ponder'. This involves more than just TALKING, it involves THINKING and REASONING in advance... 'meditating' or thinking deeply and prayerful on scriptural things (Joshua 1:8/Psalm 1:2) and then speaking with God's wisdom and justice. Those 'righteous' in God's eyes use God's word to successfully direct their lives and help others do the same(Colossians 4:6/Ephesians 4:29/Matthew 12:35).
