Paul the apostle was persecuting Christians after Jesus' resurrection and so therefore never met him physically. Paul (recently known as Saul) was on the road to Damascus when he was dazed by a blinding light and fell to the ground. Then he heard a voice, "Saul, why are you persecuting me?" Later the voice introduces himself and Jesus and instructs Saul to go into the city. His sight is restored by God through Ananias and Saul is transformed from Saul to Paul.
Paul meets Jesus on the road to Damascus, and here Paul is changed from an oppressor of Christians to the most influential apostle of the Gentile world.
Resources: Acts 9:1-31
In Acts of the Apostles, Paul was clearly on his way to Damascus when Jesus appeared to him, saying in the Hebrew tongue, "Saul, Saul, why persecutest thou me? it is hard for thee to kick against the pricks." This saying attributed to Jesus is a quotation from the ancient play called the Bacchae by Euripides (fifth century BCE). Since the story of Paul's release from prison also parallels another passage from the Bacchae, there should be no doubt that this story of Paul's conversion was a literary creation based on the ancient Greek play.
Thus there are two correct answers to this question: (i) Acts of the Apostles says that Jesus appeared to Paul on the road to Damascus; (ii) Jesus never literally appeared to Paul.
