God uses a reward system given to Christians after their resurrection for doing good deeds and works on earth is to encourage Christians on Earth. The Christians will take the jewels they receive and place them at he feet of God.
St. Thomas's deeds as Our Lord's Apostle are not really mentioned in the Gospels, other than the fact that he doubted Our Lord's Resurrection, until He Appeared to him. After the Lord's Ascension & the Coming Of the Holy Spirit, St. Thomas travelled to India to preach the Gospel.
Schools differ on this point. It would be like flunking high school and being sent back to kindergarten. Hopefully we do not need the fear of being reborn as a slug or a pig to keep from doing bad deeds. One should not get too bogged down in trying to figure out the details of how karma and reincarnation work. It is important to remember that our real nature is divine, one with Brahman. It is only an illusion that we are born in a body, die and get reborn. But while under the influence of Maya (cosmic illusion), it appears as if the law of karma operates and that the soul gets reincarnated. There will always be details that remain vague and that we cannot know for certain. How certain can you be about an illusion anyway?
He was considered a "saint" by the people of his town because he did so many wonderful deeds, helping out doctors, giving speeches about how great life is, however he did not believe or had doubts in his faith in God. So it can't be answered, its opinion, either you believe someone is a saint for acting out good deeds on a daily basis or a saint is someone who truly believes in what they preach for and do daily.

[NKJV] Jesus is using hyperbole in v3 (a figure of speech in which exaggeration is used for emphasis) to stress the importance of doing charitable deeds secretly. Think of our modern setting, in which many benefactors make charitable donations mainly for PR purposes…accompanied by press releases, news reporters, perhaps even live television coverage (sounding a trumpet before them)…to be seen as generous, caring and concerned. Such charity arises from insincere motives, and while it does indeed benefit the recipient, Jesus says that its only reward to the giver will be the praise that men offer. On the other hand, charity that arises only from true concern for the recipient should be anonymous (the point of the hyperbole). The giver, seeking NO praise for his generosity, will be rewarded by God rather than men.
