How do you release a stuck parking brake?
My Saturn had this problem for a while.
What was causing it for mine was that the parking brake cables were old and rusty, and when the brake was disengaged, the spring (near the wheel) was not strong enough to pull the last bit of slack (up front) out of the rusty cable.
What I did for a long time was a) not use it and b) when it did get engaged, jack that wheel up and manually pull the slack through the cable, until the wheel rotated freely. (Exactly how to pull this slack out will vary depending on your car.)
Again, assuming that its caused by rusty cables (and not some other stuck part, which is possible) the real solution is just to replace them.
In my 2002 Impala, releasing the stuck parking brake simply involved manually releasing a gear that sits just to the left of the break. Mind you, my car has a floor brake rather than a hand one, but if you're having similar problems, just grab your tire iron (if there's a wedge on the opposite end) or a sturdy screw driver, get down on the floor and look at the mechanism hooked up to the brake. you should see a gear with a bunch of teeth directly to the left and behind the brake petal, above this there should be another metal part that's locked into the gear. simply put a little upwards pressure on this with your tool and it should release. Be careful though! if you're parking brake is all the way to the floor, like mine was, it's going to pop back with a lot of force! Make sure all your fingers are out of the way otherwise you'll probably end up hurting yourself, like
Note that this will probably only help in situations where your parking brake's release mechanism isn't working properly. If you have a rusty brake cable, i doubt this will fix the problem.

Detach the negative terminal from your battery, detach the wires from the alternator, detach the drivebelt by loosening the pivot bolts and the adjusting screw for the alternator and then slipping it off. fully loosen the bolts and the others that are holding the alternator to the engine, they are fairly easy to find and then go to buy a new one. Wherever you go to purchase a new one BRING YOUR OLD ALTERNATOR WITH YOU. You will need to visually compare them to make certain they are EXACTLY THE SAME. the parts number should be printed on a label on your alternator, make CERTAIn that it is THE SAME as the number on your new alternator.
Disconnect the negative battery terminal first. There are three screws on the bottom of the wood grain trim panel. Two of them are located left of the steering column and the third on is on the right of the column. Inside the left A/C outlet, towards the top, is a fourth screw (you should be able get it with a long skinny driver, but if not you have to remove the A/C outlet grill). The last two screws are on the right and left side of the speedometer housing. Once all of the screws have been removed, the top of the panel can be pulled out of the way.
Helpful tips: 1. The screws holding the switch in place are 7mm, and it's easiest to reach them with a 1/4 drive ratchet wrench.
2. Tilt the steering wheel all the way down
3. Have a strong magnet. The panel can't be completely removed this way and if you drop a screw behind it, there is no way of reaching it from above. The bottom of the panel can be pulled out enough for the screw to come out, and the magnet can be used to pulled the screw toward the opening.
4. Magnetize your screw drive (by running a strong magnet from handle to tip, several times). It will make it easier to get the screw in and out of the A/C duct, without removing the grill.
