just did a tune up on my 1990 cadillac brougham and had the same issue, causei was a meathead an didnt mark number one on the distributor. number one is to the immediate left of the ignition coil wires, if you have the coil in cap kind. and the firing order is 1-8-4-3-6-5-7-2, and if you have an olds 307 V8 engine it goes counter clockwise around the distributor cap, it is different for the other engines, and of course v-6's. good luck
It sounds like you have major electrical problems, or have bad fuses. Take it to the mechanic and find out how much it would cost to fix that.

Underneath your vehicle, a steel threaded cable comes from the back of one hub and is joined by a short cable from the other hub--then the original cable runs to a threaded end with an adjuster nut in it--and one smaller nut on the end outside of that--(this is the equalizer bar)--you'll see it real close to your transmission.

Pull the parking brake lever up sharply and then release it. Pull the parking brake lever to the second click and leave it there. You're looking for a slight drag of the brake shoes when you spin the wheels. To increase the drag, get under at the equalizer bar and turn the adjusting nut to take up the slack in the cables. Get out and spin the rear wheels if you think it's to tight. I will say don't be afraid to crank on it for a while as in this case, a little adjustment really does not go a long way. When you think you have the drag right, go back in the car and pull the brake up the the fourth click. At this point the wheels should be locked and you should not be able to turn them even when trying hard. If you can, tighten them up a little more. Once you've done this, release the brake and make sure the wheels spin freely. If they are still binding due to the parking brake, back off the adjustment a little. And that's basically the whole adjustment procedure.

o could be many things. First I assume the washer jar is filled- o silly me. There is not a specific fuse for the washers---runs on the wiper circuit. Next the list of what it could be, assuming ALL connections are correct. IS the manual switch YOU move on the dash working? Is the washer pump, which is attached to the wiper motor engaging and pumping or trying to? Now if the answer to those questions are YES, check the pick up tube, located in the washer jar, yet removable , for a blockage or clog. YES TO ALL? Should be squirting at ya.

The real expense with this car will come from the old electrical parts and the poorly designed engine. Older Cadillac cars are expensive and unreliable, and on a 92, many of the trim parts are no longer made.
Wiper switch removal 1989 Cadillac Brougham?
Disconnect the negative battery terminal first. You have to remove the trim panel. There are three screws on the bottom of the wood grain. Two of them are located left of the steering column and the third on is on the right of the column. Inside the left A/C outlet, towards the top, is a fourth screw (you should be able get it with a long skinny driver, but if not you have to remove the A/C outlet grill). The last two screws are on the right and left side of the speedometer housing. Once all of the screws have been removed, the top of the panel can be pulled out of the way.
Helpful tips: 1. The screws holding the switch in place are 7mm, and it's easiest to reach them with a 1/4 drive ratchet wrench.
2. Tilt the steering wheel all the way down
3. Have a strong magnet. The panel can't be completely removed this way and if you drop a screw behind it, there is no way of reaching it from above. The bottom of the panel can be pulled out enough for the screw to come out, and the magnet can be used to pulled the screw toward the opening.
4. Magnetize your screw drive (by running a strong magnet from handle to tip, several times). It will make it easier to get the screw in and out of the A/C duct, without removing the grill.
