It can't. The the only thing that a VIN number has in common with the engine is the 8th digit of the VIN tells what type of engine it is. The VIN number though may allow the dealer to access the engine number from their databases.
Im not sure, but my 2001 Galant 2.4 GDI is doing the same thing. At first it wouldn't start. I cleaned the throttle body (severe tarry coke buildup) and replaced the high preasure fuel pump. Now it will start but revs up and down, and when the throttle is pressed fully wont rev higher than 3000 rpm. Sounds as though its hitting the rev limiter but alot lower......
Im going to replace the throttle body and MAF sensor next. Im also going to check the EGR valve incase it is stuck open. I will probably bypass the EGR valve altogether.
is it an auto? it sounds like if its an auto that the troque converter clutch is sticking and acting like a clutch in a manual trans when this happens its like never pushing in the clutch till the last second which causes it to nearly stall hence the drop in rpms and voltmeter readings as the battery attempts to keep motor running

It is funny because I just did this last night. On the side of the accumulator that goes to the hose there is a nut that turns. If your accumulator screws right onto the coil at the firewall, you have to turn the whole accumulator as there is not an actual nut to turn. There are two nuts and a bolt to remove the brace. Make sure to disconnect your battery first as you will come close to the fuse block on the fire wall. Hope this helps.

On the disc brakes I've seen (not very many), the calipers are self-adjusting. When replacing pads, the caliper must be compressed to accommodate the new, thicker pads. Other than that, I haven't heard of a brake caliper adjustment.
Ans 2 - There is no adjustment necessary in Chev/GM front brakes. If they don't work as well as expected. the caliper slides may be very rusty. Scrub the slides with a wire brush then lube with a touch of dry graphite.
The grill below the windshield, right behind the hood, covers the wiper assembly. You'll have to figure out if the linkage broke or just came loose. Pull the grill and turn on the wipers. You should be able to see what ISN'T working. From your description, it's not the wiper motor, it's probably the shaft that drives the wiper arm. You will probably need to go to a dealer if you want a NEW one, but something like that seldom goes bad so you might want to consider a wrecking yard. It should be the same wiper assembly for suburbans and pickups. there are two types of windshield wipers that i have seen. 1. one motor and two motors. if one motor is controling both blade assemblies look for a rod that connects the two assemblies and one side of the rod may be disconnected. 2. Two motor- each motor controls each assembly for the windshield wiper. on this type look for 2 things a. look and listen for the motor on the working wiper and go immediately to the non working wiper and listen for the same noise if you hear the same noise then at the base of the wiper assembly (the rounded bottom of the wiper arm assembly) there is a gear that the motor fits into. this is probably stripper. Goto any auto parts store, most will show you how to take off the wiper assembly arm and turn on the wiper again. if you see the gear moving then tell the auto parts person you need the arm assembly that you or that person is now holding if the gear is not moving then you need the wiper motor and you should keep the assembly that you are holding. good luck

Open the hood and stand on the driver's side of the car, you should see the transmission. In the top right corner there are two 14MM bolts, your starter is back there, after bolts are removed, reach back there and disconnect the wires from the starter then pull it out. Shouldn't be too hard. Not sure on the automatics though.

My owners manuel list the blower relay as being in slot 12 in the fuse box under the hood on the drivers side.
Depending on whether you have the towing package or not, about 7500. But really, they can pull just about anything you want to pull. I do not know how much they are rated for if your burban doesn't have the towing package. Probably 5000 or less.

passengers side kick panel GM cars use a oil pressure cut off relay to disable the fuel pump. If the vehicle is involved in a crash, this cuts power to the fuel pump when it senses no oil pressure. There is a by pass circuit that will run the fuel pump for a few seconds to allow the car to start. If it doesn't start within this time frame, the pump won't re engage until the engine builds up enough pressure close the relay.

29S HERE, ONLY 97 AND 98 MILLENIAS HAVE THE EXACT SAME MOTORS. I HAVE A 97 AND I HAVE REPLACED MY KNOCK SENSOR WHICH IS LOCATED IN THE CENTER OF THE ENGINE BELOW THE INTAKE. IT WILL REQUIRE THE REMOVAL OF THE AIR INTAKE AND NEW INTAKE GASKETS YOU CANNOT REUSE THE OLD ONES.
