First, travel to Willowshire. The easiest way to do this is by clicking on the chest>Towns>Willowshire (make sure you are not in a quest when you do this). Then, complete the mission 'Dravir's siege' and get through the waves. Then go back to Willowshire, and complete 'Mission' and defeat Gorgok. Once you do that, return to Ravenloss and you should be able to view the Soul-Ally cutscene.
