First you have to find investors. Then you must be licensed by the state agency that regulates treatment centers, and have a business license issued by the county or city. For that, you usually need permanent premises, which would include housing, offices and rooms for group therapy. You will need staff: a clinical director, therapists and support staff (techs) and transportation for clients. Then you need a referral source to send people your way, unless you are the only game in town. You'll need office staff to handle paperwork, especially insurance billing. At that point, and after having dealt with myriad little details, you will be ready to open your doors.

If you are interested and have AT LEAST two years* clean and sober, find a rehab in your area and see what they've got. *It is very dangerous to work with active addicts and alcoholics unless you have your own feet firmly under you.

Where in Indiana are you? I am in nw Indiana and there are mental health facilities which have drug rehabs in them, as well as support groups... if you can, try seeing a therapist. they can help you get a case manager who can help you get medicaid and will then pay for services.
